NATURE OF POSITION Plan, organize, coordinate and supervise the maintenance and operations activities of City-owned parks, cemetery, urban forest and trails, playgrounds, and athletic facilities.
SUPERVISION RECEIVED General direction and oversight is provided by the Director of Parks and Recreation.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Employees of the City of Walla Walla are expected to model and foster the Citys core values: Customer Focus - Excellence Stewardship - Communication - Leadership - Integrity 2. Supervise and evaluate the performance of assigned staff; interview and select employees; recommend transfers, reassignment and corrective actions. Ensure appropriate training for subordinates. 3. Enforce the municipal code, issuing permits and overseeing the master City Parks and Recreation plans for areas of responsibility and control. 4. Manage and supervise contracts with agencies and companies doing business with the Parks Department to ensure compliance and satisfactory completion of responsibilities. 5. Prepare annual division budgets; request, authorize and monitor expenditures; research and recommend purchases; order materials and supplies; develop cost effective maintenance procedures. 6. Develop long-range projects according to budget limitations; assure compliance with applicable City policies and procedures. 7. Prepare and maintain a variety of records and reports related to division activities, including correspondence, equipment specifications, equipment replacement schedules and others. 8. Participate in park maintenance activities and equipment operation as necessary.

KNOWLEDGE, SKILLS AND ABILITIES Practices, principles, technical knowledge and regulations for park and cemetery operations and maintenance activities, including regulations related to urban forest management. Applicable federal, state and local codes, laws, rules and regulations related to cemeteries and human remains, including RCW Title 68. Proper terminology related to cemetery industry and operations. Principles and practices of supervision and training. Plant identification methods. Herbicides and other chemicals used in grounds maintenance. Landscape construction methods and techniques. Budget preparation and control. Athletic and playground field maintenance regulations and techniques. Record-keeping techniques. City organization, operations, policies and objectives. Develop divisional goals and objectives. Maintain current knowledge of program rules, regulations, requirements and restrictions. Analyze situations accurately and adopt an effective course of action. Operate a computer terminal.

PHYSICAL DEMANDS Sitting and standing for extended periods of time; navigating uneven terrain on foot; seeing , hearing and speaking to exchange information; intermittently stand, walk, kneel down, stoop, bend at the waist and lift up to 20 pounds; dexterity of hands and fingers to operate a computer keyboard.
WORK ENVIRONMENT Outdoor work environment; seasonal heat and cold or adverse weather conditions; driving a vehicle to conduct work; indoor environment for administrative work.
REQUIRED MINIMUM QUALIFICATIONS Any combination equivalent to: two years college-level course work in landscape construction, horticulture or related field and six years increasingly responsible experience in grounds maintenance including two years in a lead capacity. Valid driver's license
DESIRED QUALIFICATIONS Bilingual in Spanish.
