Kootenai Electric Cooperative, a member-owned electric utility located in Hayden, Idaho, is recruiting to fill the position of Chief Engineer. The Chief Engineer is responsible for engineering processes and procedures required by the Cooperative, including long and short range engineering studies, financial plans (including construction budgets), system planning, design, and construction according to applicable standards.
Job Responsibilities: 1.Develops short and long range plans for system replacement and growth. 2.Prepares Long Range plans, Construction Work Plan, Power Requirements Study, Environmental Report and assists in preparation of loan documents. 3.Recommends construction standards. 4.Develops/utilizes procedures to analyze key system statistics; voltage drop, line losses, power factor, cost of service studies etc. 5.Recommends system changes that will improve the quality of electric service; minimize voltage fluctuations and service interruptions. 6.Recommends system changes that will minimize the cost of purchased power; line losses, facility charges, maximize diversity, etc. 7.Prepares clearing, consultant and construction contracts. 8.Develops detailed designs for electric infrastructure improvements including electric substations, transmission lines, etc. 9.Gains and maintains a thorough knowledge with respect to policies, procedures, state and federal regulations, rate schedules, national and state safety and electrical codes, and other similar matters relating to assigned duties and interprets this information to others. 10.Develops and monitors the plant capital budget. 11.Develops annual work plan. 12.Acts within the delegated authority as Engineer Manager in his absence. 13.Leadership duties: Engineering personnel as assigned. 14.Coordinates and cooperates with all KEC personnel, the membership, local city, county, and state personnel, other utilities, contractors and vendors as needed. 15.Performs other duties as directed or required. 16.Keeps others informed. Tracks, analyzes and adjusts generation as needed.
Job Requirements: 1.Education/Experience: a.As a minimum have a Bachelor's of Science Degree in Electrical Engineering with a "power option," from an accredited four year college or university. b.A minimum of 10 years in the power utility industry with experience in the design, installation and maintenance of electrical distribution systems. c.Professional Engineering Registration in the State of Idaho.
2.Knowledge and Skills: a.Knowledge of National Electrical Safety Code, National Electrical Code, Washington State Electrical Safety Code for utilities, power line construction, methods, materials and equipment. b.Knowledge of utility accounting systems c.Knowledge of Rural Utilities Service contracting requirements and construction standards and OSHA standards. d.Valid Driver's License.
3.Time Requirements: a.Must be able to work in excess of 12 hours during outage situations. Must be available for unscheduled work. May be required to be on-call 24/7.
4.Mental Demands: a. Must be able to work in stressful conditions. Must be able to make decisions with minimal data. b.Must be able to compare, copy, compute, compile, analyze, coordinate, and synthesize.
5.Telecommunications: a. Must have a high speed internet connection (minimum 128 kB download) connection at home. Must have a cellular phone for conducting KEC business.
6.Working Conditions/Hazards a.Working conditions will require from time to time being in an outside environment in all types of weather for extended periods of time. b.From time to time this position deals with irate and/or verbally abusive people both on the phone and in person. c.Travel may be required
